Priest Racial Spell Changes in 2.3

I’m seeing bit and pieces of this information all over the place, so I figured it’d be best to compile and keep in one place. Your questions on the priest racial changes, answered:

First of all, the new spell, Chastise (dwarves and draenei):

Chastise (max rank)
300 mana
20 yard range
0.5 second cast
30 second cooldown

Chastise the target, causing 370 to 430 Holy damage and Incapacitates them for up to 2 sec. Any damage caused will awaken the target. Only works against Humanoids. This spell causes very low threat.

  • Six ranks of the spell.
  • Does about 60% of the damage that smite would. (At max rank: about 550 damage in damage gear, about 450 in healing gear).
  • Has a small spell damage coefficient.
  • Have to be facing your target.
  • Does NOT trip to global cooldown (so you can cast this and immediately start casting Flash Heal (or whatever) after).
  • In the Holy School (so if that school gets kicked, etc., this would be uncastable) and in the Holy spell line (so it cannot be cast while in shadowform). (However, with the elimination of shadowform triggering the global cooldown in 2.3, one could make macro to switch out of shadow and cast this with one keypress).
  • Rank 1 only costs 50 mana, which is great for PvP.

Starshards was massively changed (night elves):

Starshards (max rank)
30 yd range
Instant
30 sec cooldown

Rains starshards down on the enemy target’s head, causing 785 Arcane damage over 15 sec.

  • Arcane school. Only priest spell not in the shadow or holy school.
  • Gets 100% of your spell damage as a coefficient. (If you have 1000 spell damage, then this spell does 1785 damage over 15 seconds).
  • Triggers the global cooldown (1.5 seconds of spell casting time lost – think of this as a Mind Blast, a SW:Death, or half a Mind Flay). For a shadow priest with +1k damage, this would mean an increase in overall DPS by 22 (vs. Mind Flay) and a decrease in the party’s mana regen through VT by 8 mp5).
  • The zero mana cost means you can cast this and stay within the five second rule.
  • Can be dispelled by others.

Elune’s Grace was reworked (night elves):

Elune’s Grace
3% of base mana
Instant cast
3 min cooldown

Reduces the chance you’ll be hit by melee and ranged attacks by 20% for 15 sec.

  • Costs ~250 mana (at level 70).
  • Can be dispelled from you.
  • Attacks against you that are negated by this spell count as a miss and not a dodge, so you will not subject to Overpowers from this.

And Fear Ward was changed and is now a trainable spell for all priests at level 20:

Fear Ward
3% of base Mana
30 yd range
Instant cast
3 min cooldown

Wards the friendly target against Fear. The next Fear effect used against the target will fail, using up the ward. Lasts 3 min.

  • Costs ~250 mana (at level 70).
  • Can still be dispelled.
  • Still in the holy school and holy line (cannot be cast in shadowform).
  • Increase in cooldown from 30 seconds to 3 minutes severely limits its benefits in PvE and in PvP (especially arenas).
